History

The Fairview Township Police Department was formed in 1968 and William R. Collins was appointed as the first Chief of Police.

Chief Collins began his police career in 1962 with the New York City Police Department and later he went to the Edgewood, Allegheny County, Police Department. Chief Collins retired in December 1993 and we are sad to say he passed away in 1997.

In May of 1994 Eric A. Bistline was appointed the second Chief of Police. Chief Bistline began his career as an Officer with the Department in 1972. Chief Bistline was promoted to Sergeant in 1979 and to Lieutenant in 1989.

Chief Bistline retired after 32 years of service in July of 2004. Bistline is currently the Executive Director for the York County Department of Emergency Services.

On November 1, 2004 Bernard G. Dugan was appointed as the third and current Chief of Police. Chief Dugan began his career as an Officer with the Department in 1982. Chief Dugan was promoted to Sergeant in 1999 and later appointed the Department's Accreditation Manager.

Chief Dugan has changed the department's organizational structure and chain of command. The Department currently operates with a Lieutenant and two Sergeants.

Scott E. Hockenberry was promoted to Sergeant in 2003 and promoted to Lieutenant as of January 2, 2007. Lieutenant Hockenberry has been with the department since September of 1994. Sergeant Davis R. Holland was promoted to Sergeant in March of 2004 and has been with the department since 1999. Sergeant Craig A. Kelly was promoted to Sergeant in April of 2004 and has been with the department since 1989.
